Methods and Applications

The main goal of this text is to introduce the systems approach to disasters management community as an alternative approach that can provide support for interdisciplinary activities involved in the management of disasters. The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on 'System analysis for emergency management optimization' could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. Jika dibandingkan dengan sektor lain, kemajuan teknologi digital ini berjalan lebih gesit dan penuh inovatif. Dari aspek yang sederhana saja, dewasa ini jumlah orang yang memiliki telepon seluler (ponsel) mungkin jauh lebih besar daripada mereka yang memiliki akses terhadap listrik atau air bersih. Difusi gelombang teknologi digital telah merangkak masuk ke semua aspek kehidupan dan ekonomi masyarakat dunia, seperti transportasi, kesehatan, pendidikan, ritel, hotel, dan bahkan keuangan. Dalam sektor keuangan, inovasi teknologi sebenarnya bukan merupakan fenomena baru. Antara teknologi dan keuangan, keduanya memiliki sejarah simbiosis mutualisme yang panjang, sehingga secara inheren teknologi keuangan (financial technology), juga bukan merupakan pengembangan baru bagi industri jasa keuangan. Meskipun demikian, intensitas pembahasan dan kajian tentang keduanya cukup tinggi akhir-akhir ini, terutama karena penetrasi fintech itu sangat cepat. Isu tersebut menjadi perhatian banyak pihak pada berbagai level di Indonesia, baik di kalangan pengambil keputusan, akademisi, dan praktisi bisnis keuangan maupun di tingkat publik (masyarakat) sebagai konsumen atau pengguna fintech. Misalnya seperti isu mata uang kripto (cryptocurrency), bitcoin, blockchain. Meskipun telah muncul banyak perhatikan dari kalangan ekonom secara umum terkait fintech, penulis belum banyak melihat diskursus yang mengaitkannya dengan keuangan Islam. Many in the West think that they know about Islamic law and its system of governance. But they are victims of the illusion of knowledge. They receive false knowledge from Islamophobics who refuse to acquire or acknowledge true knowledge. Misapplication of Islamic law and its system of governance in many Muslim majority states re-enforces this false knowledge. Misunderstanding must be illuminated with knowledge. Islamic law and its system of governance misapplication must be clarified. This is the goal of the book. Because this book utilizes only the most authentic sources of Sunni Islam to defeat ignorance, it poses a great challenge to the Islamophobia's demagogue. This book uproots years of Islamophobic work seeking to spread ignorance and hatred of Islam. To be sure, this book is neither an apology, propaganda, nor a work of advocacy. It aims only to illustrate what Sunni Muslims believe of Islamic law and its Ideal system of governance. Neither wrong practices of Islamic law and its system of governance nor the smokescreen of Islamophobia should control our understanding of the subject matter. A simple analogy may clarify the issue at hand. A distinction ought to be made between the car and the driver. A distinction must be made between Islamic law and its system of governance on one hand and the common misunderstandings and misrepresentation by Muslim majority States.
